Ability: Flash Fire/Anger Point
It often scares people at night some say for revenge. Folklore suggest that in past lives Wanyuweel were tormented ox cart wheels, always being drawn on and damaged, so now with legs it can freely go and torment villagefolk with horrid practical jokes.
I gave the idea to G-FauxPokemon as a suggestion so i decided to do one instead! Wanyuweel is based off of a Wanyudo [link] hope you like the idea and this horrid little guy! and yes he looks as though he has no arms, because he doesn't XD lol just trying to be different!

This is a really interesting and original creation, especially for back in 2009 (right?). Predicting Volcanion!
I'm not a fan of this kind of stuff with the weird un-animal-like arches (like Volcanion), but I also think it's a pretty justifiable use of that concept (wagon wheel). Does the arch float in front of the pokemon? It doesn't look attached.
Maybe already used by this point, but a ghost/fire typing might have suited it. Ghost/Fire is one of those type combos I'd always wanted, and even though Chandelure is powerful, I still find it hard to accept a chandelier.
